Umthetho uqhubekisela phambili amathuba okuphetha izivumelwano zokwabelana ngenzuzo isikhathi esingaphansi kweminyaka emithathu. Isikhathi esincane sesivumelwano sokwabelana ngenzuzo manje sekungunyaka owodwa.
