The personal training account is one of the latest systems introduced as part of the 2014 vocational training reform, implemented on 1er January 2015. The CPF is used to finance continuing training actions for employees and job seekers in independent formal activities. More details in this article.

Definition of the personal training account

The personal training account or CPF is a system regulated by law. It will allow you to benefit from training rights. It therefore aims to strengthen your skills, maintain your employability and secure your professional career.

It should be noted that a retired holder can still fund his CPF provided that he asserts all his retirement rights. It should be as a volunteer activity.

Note that the personal training account has replaced the Individual training right or DIF, from 1er January 2015. The remaining DIF hours not consumed can be transferred to the CPF.

All employees who still have a remainder of DIF hours have a period of until December 31, 2020 to make a declaration on their case. In this way, they can keep their rights and continue to enjoy it without any interruption or time limit. In the new functioning of the CPF, the DIF hours will be automatically converted into euros.

Beneficiaries of the personal training account

The personal training account is intended for people over 16 years old. 15-year-olds may also be affected provided they have signed an apprenticeship contract.

As a reminder, from the date on which you assert your retirement rights. Your personal training account will be closed. This specificity is valid for all registrants, who can be employees, members of a liberal profession or a self-employed profession, spouses who are collaborators or looking for jobs.

Self-employed workers can also have a personal training account, since 1er January 2018. Their CPF is supplied during the first semester of the year 2020.

Consult your personal training account: how to do it?

To consult his personal training account, the holder only has to go to the official website moncompteformation.gouv.fr. He has a secure personal space in which he can identify himself to enter his account.

Also, this site provides information on the training courses eligible for the CPF and the funding allocated to it. The holder will also find all the detailed information about him, including the euro credit available on his account. Finally, he will have access to digital services relating to the capitalization of skills and vocational guidance.

Personal training account: how to fund it?

Note that each holder has an account credited in euros and no longer in hours, from the 1er January 2019. A conversion report is therefore required for the hours acquired and not consumed before this date. Thus, the valuation is estimated at 15 euros per hour.

Also, a person can register for credit in euros in the first quarter following the year of acquisition. For example, she can do it during the first three months of the year 2019 for her activity carried out during 2018.

Use of a personal training account

Whatever your situation. Whether employed or looking for a job, your acquired rights are recorded in euros. Only you can make a request to mobilize them, and this, according to your professional training needs. Indeed, these training rights can only be used with the express consent of the holder.

For employees

Regarding employees in particular, you have every right not to use your credit in euros. It is not professional misconduct. However, if you have one of your training courses financed under the CPF. And that this training takes place during your working time. You must be granted permission from your employer.

The request must be sent at least 60 days before the start date of the training. If the duration of the session exceeds 6 months, a minimum period of 120 days must be observed. The employer then has 30 days to study the situation and follow up on his employee's request. This special authorization is not required for training outside normal working hours.

For job seekers

Job seekers also access the personal training account. They only have to contact their Pôle emploi advisor. Their training can be financed by the Region, Agefiph or Association for the management of the fund for the integration of disabled people, or even by Pôle emploi. The jobseeker's account will be debited according to the training action carried out. However, the amount cannot go beyond the rights registered on his CPF.

For public officials

Public officials must apply for special training. Whether during or outside normal working hours. Any such request is always accepted as long as the conditions set are met and the employer has the necessary financial means. Training courses eligible for the CPF

There are different kinds of training eligible for the training person account. The skills assessment, actions intended to validate the acquired experience stipulated in 3° of article L.6313-1, and the preparation of the theoretical test of the Highway Code and the practical test of the B license and that of the heavy vehicle are part of it.

There are also training actions given to business creators and takers as well as training abroad under the conditions stipulated by article L. 6323-6 of the Labor Code.
