Any territorial agent is likely one day to be exposed to a risk of corruption. Whatever his missions, he may find himself in difficulty when faced with an invitation made to him or because he participates in a decision involving one of his relatives or even because he must advise an elected official on a sensitive decision.

Local authorities exercise multiple powers and they are in contact with various audiences: companies, associations, users, other communities, administrations, etc. They assume a significant share of public procurement in France. They carry out policies that have direct consequences on the lives of the inhabitants and on the local economic fabric.

For these different reasons, they are also exposed to risks of breaches of probity.

Produced by the CNFPT and the French Anti-Corruption Agency, this online course deals with all breaches of probity: corruption, favouritism, embezzlement of public funds, embezzlement, illegal taking of interests or influence peddling. It details the situations that give rise to these risks in local public management. It presents the measures that local authorities can take to anticipate and prevent these risks. It also includes awareness modules for territorial agents. It gives them the keys to react appropriately if they were approached or witnessed. It is based on concrete cases.

Accessible without specific technical prerequisites, this course also benefits from the insight of many institutional stakeholders (French Anti-Corruption Agency, High Authority for the Transparency of Public Life, Defender of Rights, National Financial Prosecutor's Office, European Commission, etc.), territorial officials and researchers.
