The ambition of this sequence of the POOF is to test the response capabilities of the European Union in the face of a cyber crisis by involving, beyond the national authorities of each Member State, the competent European political authorities in Brussels.

The exercise, more specifically mobilizing the CyCLONe network, made it possible to:

Strengthen the dialogue between the Member States in terms of strategic crisis management, in addition to that at the technical level (Network of CSIRTs); Discuss common needs for solidarity and mutual assistance in the event of a major crisis between Member States and begin to identify recommendations for the work to be done to develop them.

This sequence is part of a dynamic started several years ago aimed at supporting the strengthening of the capacities of Member States to deal with a crisis of cyber origin and the development of voluntary cooperation. Initially at the technical level through the network of CSIRTs, established by the European directive Network Information Security. Secondly at the operational level thanks to the work carried out by the Member States within the framework of CyCLONe.
