An ordinance dated August 21, 2019 clarified the procedures for implementing Pro-A, by requiring the social partners to negotiate at the level of professional branches of agreements determining the certifications eligible for the system.
Once concluded, these agreements are submitted to the General Directorate of Labor which then proceeds to their extension by issuing a decree published in the Official Journal.

As a reminder, this extension is subject to compliance with criteria attesting to a significant change in activity within the sector concerned. The risk of employee skills obsolescence is also taken into account by the administration.
Depending on the provisions negotiated at branch level, it is up to Uniformation to cover all or part of the educational costs, as well as the transport and accommodation costs incurred under the Pro-A, on the basis of a lump sum. If the branch agreement extended by the Ministry of Labor provides for it, the OPCO may include in its coverage the remuneration and legal and contractual social charges of employees, within the limit of the hourly minimum wage.
