Despite many efforts, no common international definition could be found, and most of the organizations that practiced violent action have been denounced as terrorists at one time or another in their history. Terrorism has also evolved. Singular, it has become plural. Its targets have diversified. If the notion of terrorism is often the subject of controversy and controversy, it is because it is imbued with strong subjectivity and designates a complex, changing and multifaceted phenomenon.
