Postponed several times by the Government due to the health crisis, the reform of unemployment insurance comes into force today. Three major changes are taking place: a bonus-malus for companies in seven sectors, new rules on the conditions of eligibility for unemployment insurance and the degression of unemployment benefit for the highest incomes.

The bonus-malus was a campaign promise from the President of the Republic. Starting today, it applies to companies in seven sectors heavy consumers of short contracts:

Manufacture of food, drink and tobacco products;
Production and distribution of water, sanitation, waste management and pollution control;
Other specialized, scientific and technical activities;
Accommodation and catering ;
Transport and storage;
Manufacture of rubber and plastic products and other non-metallic mineral products;
Woodworking, paper industries and printing.

These sectors were selected by measuring, during the period between January 1, 2017 and December 31, 2019, their average separation rate, an indicator that corresponds to the number of end of employment contract or temporary work assignments accompanied by registration with Pôle emploi in relation to the workforce of the company.
