At the initiative of the government, the PLFR now provides for the emergency release of an additional € 30 million to finance an emergency mechanism aimed at preserving employment in associations.

More than the others, the smallest of them have indeed been weakened by the consequences of the Covid-19 epidemic. This new support mechanism will primarily target small associations that have not been able to obtain assistance from the Common Law Solidarity Fund in its traditional form, as well as associations acting in the economic field.

The main objective of this emergency device is to provide a safety net, while avoiding deadweight effects. Some 5.000 associations should be able to benefit from this state aid.

From the first episode of confinement last spring, recourse to the Common Law Solidarity Fund financed by the State was made possible for associative actors employing employees. But the solicitation of this device by the associations has proved to be limited.

Indeed, as of October 11, 2020, only 15.100 associations had benefited from the Solidarity Fund (for a total of 67,4 million euros), out of 160.000 employer associations, including 120.000 associations with less than ten employees ...
