This course aims to provide an understanding of the challenges of ERP regulation but also to identify the classification of ERP, actors and their role as well as the associated procedures and legal acts.

On November 1, 1970, the fire at the “5-7” dance hall in SAINT-LAURENT-DU-PONT in Isère fatally trapped 146 people. On February 6, 1973 in the 5th arrondissement of Paris, the fire at the Édouard PAILLERON college caused the death of sixteen children and four adults. On May 1992, 18, during the semi-final of the French football cup at the Armand-Cesari stadium in Furiani in Corsica, the collapse of a stand led to the death of 2 spectators and the injury of 400 others.

These disasters have had a lasting and profound impact on public opinion.

They led the public authorities to react by modernizing and strengthening the regulations relating to the safety of establishments open to the public in a stricter sense.

Two decrees are essential to this security concern and are based on 4 fundamental principles:

  • Reduce the risk of outbreaks and limit the spread of the fire
  • Ensure the rapid, safe and orderly evacuation of all members of the public
  • Guarantee good accessibility to emergency services and facilitate their intervention
  • Ensure the proper functioning of safety equipment
